PHI Reaches Level 4 of FAA SMS Program

Helicopter operator PHI has achieved Level 4 (the highest level) of the Federal Aviation Administration’s (FAA) voluntary Safety Management System (SMS) pilot program. 

PHI has used an integrated SMS for over a decade which enabled it to enter the FAA’s voluntary program under ‘Option 2.’ Through its work over a year with the Flight Standards District Office Certificate Management Team, it became one of the first operators to reach Level 4 through the Option 2 entry process.

“Achieving Level 4 status provides additional assurances that we are positioned to continuously improve our efforts in safety, quality, efficiency and customer service. These are the core values that define PHI,” stated Lance Bospflug, president and COO of PHI. 


The SMS standard is recognized by the Joint Planning and Development Office (JPDO), International Civil Aviation Organization (ICAO), and Civil Aviation Authorities (CAA).
